Open League Rulebook
I. TOURNAMENT STRUCTURE
1.1. PEL Open formed from three sub-regional division (Europe West, Europe East, MEA) and played online.
1.1.1. The number of rounds depends on the number of participants. All registered teams will be divided into groups of 16 or less teams:
— 512 participants = 32 groups = 6 rounds;
— 256 participants = 16 groups = 5 rounds;
— 128 participants = 8 groups = 4 rounds;
— 64 participants = 4 groups = 3 rounds;
1.1.2. Top-8 teams from each group in each round passes to the next round.
1.1.3. At the end of the last qualification round, teams passes to the next stage:
1.2. PEL Contenders Promotion - inter-phase tournament.
1.2.1. PEL Contenders Promotion has the following tournament structure:

— 1 team (3 place) from PEL Open - MEA
1.2.3. At the end of the tournament teams passes to the next stage:
— Top-9 teams (1-9) are held in the PEL Contenders Group Stage
— Teams (10-16 places) leave the tournament
II. REGISTRATION AND LINE-UP
2.1 Registration process
In order to participate in the tournament , the team captain must:
— to register your team on the platform pubg.starladder.com.
— through the process of confirmation of participation (date of confirmation of participation will be published on the tournament page at pubg.starladder.com).
— make sure that the team and all its members comply with the rules of the tournament.
— join a dedicated Discord server
2.2 Line up structure
2.2.1. Roster Lock took effect after the end of the check-in.
2.2.2. Substitutions must be declared in a squad before the Roster Lock.
2.2.3. Roster changes are allowed only during the transition to another phase of the tournament.
2.2.4. Each team can declare 4 main players and 1 substitution player. Substitution players may take part in any match but are not eligible for a slot.
2.3 Roster changes
Constraints in the replacement of the roster at the transition during the PEL Open stage:
— PEL Open (no changes)
— Off-season transfers (2 players)
2.4.1. Participants should form a team according to the region lock rule. Majority of line-up (3 or more players) should represent an Europe West/MEA/Europe East sub-region. The affiliation of a participant to a region (nationality) is determined by the country that issued him / her a passport.
Participants must form a team in accordance with a restrictive national rule. At least 3 active players from 4 must represent the one subregion, and the remaining 1 may be from any other region and/or subregion.

2.5 Team data
2.4.1. After the end of the Open League, participants must be ready to provide the tournament organizer with logos of their teams, that meet the following requirements.
— Image with highest resolution with transparent background (alpha channel) and black outline color in .PNG format.
— immoral, insulting or provocative logotypes are strictly prohibited.
— same rule as listed above for logos with copyright infringement.
2.6. Slot ownership
The slot is owned by the primary players in team, the substitution is not entitled to the slot. If the team loses 75% of the players, the team loses the slot in the tournament
III. MATCH START AND PROCESS
3.1.1. In the case that a player(s) disconnects during a match, the team is allowed to continue to play the match at a disadvantage.
3.1.2. Participants can choose to forfeit a match if they wish. Forfeiting will result in 0 points from that match and possible penalty points.
3.1.3. A restart can only be played with admin initiation. Disconnects and lag issues will only qualify for a restart if the issue occurs within the first 60 seconds of the game and affects a significant amount of players, barring any unforeseen situations.
3.1.4. All games will be played on (pubg.starladder.com) platform. Ten minutes before the start of the match, on your bracket page will be listed name and password of the lobby.
3.1.5. Each team will have 10 minutes to join the lobby. After 10 minutes, the game will start automatically and each player who was not able to join on time will miss this game. Teams who were not able to join on time will receive 0 points for this map.
3.1.6. Each player should turn on “replay record” option in his client. In case of suspended tournament, the organizer can ask to provide replay from player or even whole team. Players should save all replays at least 2 weeks after finish each game.
3.1.7. In case if teams will find out an error in points results after match, they should provide replay of the game to referees.
3.1.8. Restart of the server can be initialized only by referees in case if any technical troubles or other issue happened on server can cause on the result of the map.
3.1.9. Teams representatives are not allowed to provide access to gaming account, lobby password, discord private channels to 3rd persons, not registered for the tournament.
3.1.10. Observer slots can be filled only by StarLadder admins, observers or other authorized streamers by tournament committee.
3.1.11. All personal broadcasts is restricted during any stage of the tournament without agreement of main referee.
3.1.12. Players are not eligible to use any 3rd party software, which can provide any kind of advantage for the players, and restricted to modify game files.
3.1.13. Using any 3rd party software, Reshade, SweetFX, VibranceGUI and other software, which is not authorized by game developer can cause disqualification of the team.
3.1.14. Teaming up with other teams is prohibited. Each team caught will be disqualified from the tournament.
3.1.15. Using any game bugs is restricted.
3.1.16. Using cheats for:
— Radar hack
— Recoil control
— Hitbox manipulation
Game file editing to remove grass or other aspects from the game other software giving an advantage will cause in disqualification and ban of the team from any PUBG and StarLadder events.
3.1.17. Match-fixing is prohibited. Each team caught will be disqualified from the tournament.
3.1.18. Violation of the rules END-USER LICENSE AGREEMENT entails sanctions for both the individual player and the entire team.
IV. COMMUNICATION AND PROTESTS
For communication during the league, players must use the official discord channel.
4.1. All participants must adhere to the decisions and rules of the tournament organizers, admins, and referees. All decisions are final, except in cases where the option to appeal is clearly stated. Conversations, either verbal or written, between organizers, admins or referees, and participants are confidential. Publicly posting or sharing these conversations with outside parties is strictly forbidden, unless permission is obtained.
4.2. All match results (screenshots, demos, etc) must be kept for at least 14 days. Faking or manipulating match results is forbidden and will result in severe penalties. Match results should be named clearly based on what it is. It is not possible to file a protest or write a support ticket to complain about bad match media naming. However, if an admin is hindered in their work because of bad match media names then it can be punished.
4.3. The tournament organizers provide a Discord channel for all official announcements during the tournament.
4.3. Casting a match is only permitted with an Starladder admin agreement. Personal streaming is allowed, the delay must be at least 15 minutes. For any other purposes to get an agreement please write ([email protected]).
4.4. Any decision of the referee that relates to this tournament can be appealed within 12 hours by mail ([email protected]). The participant who makes a complaint must be ready to argument it, and provide all the available evidence that it has. If the organizer of the tournament considers the complaint insufficiently reasoned, he has the right not to accept it for consideration.
V. SERVER SETTINGS
5.2.1 Each team will be placed according to earned summary of points in each match. Summary of points - earned placements points + earned kill points in each match.
5.2.2. Placement points in match
— 1st place - 10 points
— 2nd place - 6 points
— 3rd place - 5 points
— 4th place - 4 points
— 5th place - 3 points
— 6th place - 2 points
— 7th place - 1 points
— 8th place - 1 points
— 9th place - 0 points
— 10th place - 0 points
— 11th place - 0 points
— 12th place - 0 points
— 13th place - 0 points
— 14th place - 0 points
— 15th place - 0 points
— 16th place - 0 points
5.2.3. Kill points
Each kill will earn 1 points for a team.
5.2.4. In case if two or more teams have the same amount of points, places will be determined according to:
1. Total Kill Points across all Matches
2. Team’s best performing Match based on Total Points
3. Team’s best performing Match based on Kill Points
4. Team’s Kill Points in the most recent Match
5. Team’s Placement Points in the most recent Match
VI. MINOR AND MAJOR PENALTIES
6.1. Minor penalties:
— Deliberate deception when communicating with the tournament organizer;
— Insults and negative attitude during the tournament to the player, team, referee, administration, PUBG Corporation & Starladder;
— Unsportsmanlike behavior;
— Change team data without notifying the referee.
*for a minor violation, the team loses points.
6.2. Major penalties:
— Teaming up with other teams;
— Playing with non registered player;
— Using any 3rd party software;
— Using any game bugs;
— Using cheats;
— Providing access to gaming account, lobby password, discord private channels to 3rd persons, not registered on the tournament.
* for major violation the team is disqualified from the tournament
VII. FINAL CONDUCT
These regulations are the only rules of the tournament and are subject to execution.
By participating in the Tournament Games, you acknowledge that you understand all the applicable rules set forth in this document and other related documents and agree to follow them.
The organizer reserves the right to change or modify these Rules in its own way, with
discretion by notifying the Participants in advance.
All situations not described in the rules will be interpreted at the discretion of the judge.
These rules are the same as tournaments in PUBG Europe league are based on Standard and Universal PUBG Esports Ruleset.
