 PEL Closed Qualifiers
 
INTRODUCTION AND PURPOSE
 These Official Rulebook (further - Regulations)  of the PEL Closed qualifiers (further - PEL QL) apply to each of the Teams who have qualified to play in the League. 
These rules also apply to the Teams’ Owner/Team Managers & Team Members and other employees but apply only to the League play and not to other competitions, tournaments or organized play of StarLadder Limited (further - StarLadder).
 
1. MAIN GUIDELINES
 
1.1. Management. 
Management of holding the League is done by the PEL Commission (further Commission). Commission is formed of StarLadder (Organizer) representatives.
 
1.2. League official site
League official site is pubgesports.eu. All the information that players and fans need, is posted on the site. Information on the site is considered to be read in 24 hours after it was posted. Any news, posted on other resources, partner-sites, etc. is not official and information posted on this resources can be different from official announcements. Commission not responsible for this information.
 
1.3. Regulations of holding the League
Organization and holding the PEL QL are carried according to these Regulations, which states the single way of holding the competition.
These Regulations are designed solely to ensure a competitive balance among the Teams who have qualified to play in the PEL QL. The terms of engagement between Team Managers, Team Members and Teams are left to each of the Teams and its Team Managers/Members.
 
1.4.Integral legal elements of each of participance relationship forms. 
Each  of the Teams who participate in the PEL QL including the Teams’ Owner/Team Managers & Team Members and other employees (collectively - Participants) hereby declare, agree and consent that:

In connection with Team appearance at and participation in the Tournament, Team's Representative (of the owning entity regardless of the its legal forms) - confirms, represent, warrant, convey and obliged to provide that Team and each of players in Team membership jointly and severally, give to Organizer/Co-Organizer, able affiliates, Tournament sponsors and their respective licensees, designees and assigns (collectively- Administration), a royalty-free, fully paid-up, perpetual, irrevocable, exclusive right and exclusive license (with the right to grant sublicenses), worldwide, in any and all manner and media now or hereafter devised, include Team in the plural and in the singular, and also each Team player separately, to:
(i) filming, photographing, audio recording: name, nickname, pseudonym, Team player separately as well as Squad of the Team, picture, biographical material, voice and/or likeness and to use the same in any manner or media now or hereafter known, in connection with the Tournament, and other activities related to Game, and the advertising and promotion thereof, including, without limitation, in all forms of television, online, radio and other advertisements, promotions and publicity materials for the Tournament, the Game and other audio-visual works (collectively “Materials”);
(ii) broadcast, reproduce, distribute and exhibit such “Materials” and/or recordings of the Tournament and/or the Materials, in any manner whatsoever, by any and all means, media, devices, processes and technology now or hereafter known;
(iii) edit, modify, adapt, make derivative works from, which copyright protected and otherwise exploit any of the foregoing;
(iv) use and display Team player’s names, Team name and all derivatives thereof (including all professional Team player’s names, Team names, Team player’s tags, Team players nicknames or aliases etc.), as well as image, likeness, biographical material, logos, trademarks and designs, in and in connection with the exploitation of the Tournament, the Materials, the Administration and any derivative works, including the marketing and promotion thereof; and
(v) use and display of any name, trademarks and logos of any sponsor of a team (hereinafter, a “Team Sponsor”), in and in connection with the exploitation of the Tournament, the Materials, the Administration and any derivative works, including the marketing and promotion thereof.
 
For the avoidance of doubt, Team's Representative also hereby confirms, represent, warrant, convey and obliged to provide that the rights granted herein include any and all necessary rights and licenses the Administration may need to effectuate the terms of the rights granted. 
Team's Representative hereby confirms and warrant that he has obtained all necessary permissions and clearances from Team Sponsors with respect to the trademarks and logos of any Team Sponsor and the Administration exploitation of the Tournament, Materials, as set forth in this Agreement, shall not violate any such permissions or clearances nor the rights of any Team Sponsor.
 
Team's Representative hereby confirms and warrant that the the Administration has Team consent to use and incorporate any photographs, audio-only or audiovisual recordings in which Team appear (including, without limitation, news, television and/or motion picture footage) in the any materials of Tournament and/or in connection with the marketing, advertising and promotion thereof, as well as for historical documentation and/or archival purposes, including without limitation, on the the Administration website as well as Team consent and each of players in Team membership severally consent to hereby waive any right to any additional compensation therefor, including but not limited to, any excerpt and/or reuse fees and/or residual payments.
 
Team's Representative hereby confirms, represent, warrant, convey and obliged to provide that the Team agrees to comply, and shall cause its players and other personnel (e.g., players, managers, employees, contractors, etc.) to comply, with all rules and regulations of the Tournament as provided to the Team by the Administration, as may be amended from time to time by the Administration in its discretion upon notice to the teams participating in the Tournament , and to observe and comply with all written instructions of the Tournament and/or its designees regarding Tournament related events and participation in the Tournament, including, without limitation, instructions regarding access to, and secure use of, any related facilities, hardware, software and equipment. Team's Representative confirms, represent, warrant, convey and obliged to provide that the Team acknowledges that, in order to maintain the integrity of the Tournament and to ensure mandatory attendance in any tournament or related event (including any Tournament sponsored marketing, advertising or promotional activities when requested), the Administration may impose a fine, suspension, disqualification, or other disciplinary action, all as provided in the Regulation.  
 
Team's Representative ensure that the Team hereby confirms, represent, warrant, convey and obliged to provide that the Team as well as no one of Team players will not take any alcohol and/or illegal drugs, abuse any prescription or over the counter drugs, nor take any performance enhancing drugs prohibited by the World Anti-Doping Agency (WADA) as described on the WADA website, currently located at http://list.wada-ama.org/, which may be updated from time to time, and/or any other substances that may be prohibited by the Administration in connection with the Tournament.
 
 
In connection with a Team player appearance at and participation in the Tournament, the Team player, give Administration, a perpetuity, royalty-free, fully paid-up, perpetual, irrevocable, non-exclusive right and license (with the right to grant sublicenses), throughout the universe, in any and all manner and media now or hereafter devised, to: (i) film, photograph and record Team player name, nickname, pseudonym, persona, picture, biographical material, voice and/or likeness and to use the same in any manner or media now or hereafter known, in connection with the Tournament and the advertising and promotion thereof, including, without limitation, in all forms of television, online, radio and other advertisements, promotions and publicity for Administration, the Tournament and other audio-visual works (collectively “Materials”); (ii) broadcast, reproduce, distribute and exhibit such photographs, films and/or recordings, the Tournament and/or the Materials, in any manner whatsoever, by any and all means, media, devices, processes and technology now or hereafter known or devised anywhere; (iii) edit, modify, adapt, make derivative works from, protect as copyright, relative rights and otherwise exploit any of the foregoing; (iv) use and display my name and all derivatives thereof (including all professional names, team names, gamer tags, nicknames or aliases), image, likeness, biographical material, logos, trademarks and designs, in and in connection with the exploitation of the Tournament, the Materials and any derivative works, including the marketing and promotion thereof; and (v) use and display of any name, trademarks and logos of any sponsor of a team (hereinafter, a “Team Sponsor”), in and in connection with the exploitation of the Tournament, the Materials and any derivative works, including the marketing and promotion thereof.   For the avoidance of doubt, the rights granted herein include any and all necessary rights and licenses Administration may need to effectuate the terms of the rights granted. The Team player  acknowledge that it appearance in the Tournament or any event related thereto shall not constitute a performance and that the Team player  shall not be entitled to any compensation for such appearance, nor to any guild or union payments for use or reuse of such appearance.  
 
Administration has the Team player consent to incorporate any photographs, audio-only or audiovisual recordings in which the Team player appear (including, without limitation, news, television, online programs, broadcasts via Internet, motion picture footage and etc. works) in the Tournament and/or in connection with the marketing, advertising and promotion thereof, as well as for historical documentation and/or archival purposes, including without limitation, on the Administration’s website and the Team player hereby waive any right to any additional compensation therefor, including but not limited to, any excerpt and/or reuse fees and/or residual and/or royalty payments.
 
The Team player represent and warrant that it will not take any alcohol, illegal drugs, abuse any prescription or over the counter drugs, nor take any performance enhancing drugs prohibited by the World Anti-Doping Agency (WADA) as described on the WADA website, currently located at http://list.wada-ama.org/, which may be updated from time to time, and/or any other substances that may be prohibited by Administration, in connection with the Tournament.

Consent to collect, use, disclose and process personal data as a  personal data subject: Each of the participant relationship forms are the act of consent to collect, use, disclose and process their personal data  in accordance with the  Law of Ukraine, General Data Protection Regulation (GDPR), Regulation (EU) 2016/679) and other applicable international regulatory/local acts and directives in the field of personal data protection, that can include but is not limited to, as: name, sex, passport data, registration at the place of residence and actual address, citizenship, date and place of birth (day/month/year), qualification information, communication numbers, electronic identification data (IP-address, phone, e-mail, logins, nicknames), persons images in any forms as  photos, videos etc., and any other information which is or can identified such person, in any form which can be processed and used. They hereby agree and consent with processing, storage, use and transfer of such personal data for the following purposes: (i) organizing and execution e-sport Tournaments; (ii) creation а content of the e-sport Tournaments and its distribution (broadcast) on television, satellite, on different platforms in the Internet; (iii) ensuring my participation in e-Sport Tournaments (buying tickets, hotel reservations, identifying me as a Tournament player, etc.; (iv) creation and placement of promotional and marketing materials for the promotion of goods and services; (v) execution of contracts, agreements, etc. binding me / my representative and the Company; (vi) creating media materials; (vii) other activities and purposes under applicable  law connected with obligatory processing of the personal data by the Administration. Also they give consent to transfer the personal data between entities which belong to the Administration (sponsors, strategic partners, affiliates, agencies, licensors, licensees, successors and stewards, etc.) around the world, located in countries, which give the guarantee of protection of personal data on their territories, and declare that present consent to processing of the personal data is valid during all period of exciting relationship between the person and the Administration and 6 (six) years after. In case of improper use of the provided personal data the consent can be withdrawn in the direct written order. Thus, they understand and agree, that: а) in case of withdrawing, the purposes of the personal data processing described herein, cannot be reached; b) in the event when the provided consent (all or any part of it) is necessary for the Administration in order to fulfill the requirements of the applicable law such consent (all or any part of it) cannot be withdrawn. Any provisions of the present consent which become prohibited or unenforceable under legislation shall not invalidate or render unenforceable the remaining provisions thereof not limited to, any excerpt and/or reuse fees and/or residual and/or royalty payments.

Notwithstanding aforementioned, all and any actions (directly or through representative) of the Participant(-s) according to and in connection with hereto, shall be treated as implied consent with all rules hereof until it is proven otherwise according to applicable legislation. 
 
1.5. Referees decisions
Referees are officials of the Commission who are responsible for making judgments on every match-related issue, question and situation which occurs before, during, and immediately following match play. Their oversight includes, but is not limited to: checking the team’s lineup before a match; checking and monitoring player peripherals and match areas; announcing the beginning of the match; ordering pause/resume during play; issuing penalties in response to Regulation violations during the match; confirming the end of the match and its results. All referee decisions are made according to this Regulation. 
 
If a referee makes an incorrect judgment and/or in case of situation not covered hereby the judgment can be made by a main referee of the Tournament. Main referee at his discretion may evaluate the decision or take a his own decision on his own to guarantee a fair play in the Tournament.
 
1.6. OBLIGATION OF PARTICIPATION
Each player undertakes to participate in each official game listed in Official tournament schedule provided by the Organizers. Violations of this rule can become a disqualification reason for such player’s whole Team from further Tournament participation.
 
2. TOURNAMENT GLOBAL INFORMATION
2.1. Tournament dates and location.
Groups Dates: 12 December 2018 - 14 December 2018;
Finals Dates: 15 December 2018 - 17 December 2018
Location: venues located in Čyžoŭka-Arena by the address Belarus, Minsk, Tashkenstkaya st., 19.
 
2.2. Tournament format
15 invited and 17 qualified teams will be divided into two groups with 16 teams each. 
 
2.2.1 Seeding
4 pots. Pot 1 - 15 invited teams, pot 2 - teams qualified from Europe West, pot 3 - teams qualified from Europe East and pot 4 - teams qualified from MEA. 
 
Starting with pot 4 (MEA) and draw 2 teams in each group
 
Next is pot 3 (EE) and draw 3 and 3 teams in groups A and B respectively
 
Continue with pot 2 (EW). Draw 4 and 3 teams in groups A and B respectively
 
Finishing with pot 1 (Direct Invites), where we evenly distribute teams to each group, starting with group B
 
2.3. Prize pool
10 best teams of the Finals will be provided with slots to PEL.
 
2.4. Travel accommodation
Tournament organizer provides flights, hotel, transfers from\to airport. Additionally players will get access during game-days to players lounge cathering.
 
3. Participants
3.1. Number of participants
Total 32 teams will compete on LAN-event.
 
3.2. Players eligibility
All rosters must be submitted to tournament organizer during invite phase and players changes will not be allowed after closing the phase. Only submitted players can play in the tournament. Using ringers, managers or coaches is not allowed.
If a team arrives at the venue with an incomplete roster (3 or less players from an original roster submission), and they have not made any roster changes before the Closed Qualifiers roster-lock (until 09 Nov 2018), they are allowed to participate in the tournament with a manager as a player substitute. If, however, a team has made a substitute, then a team will be disqualified, as a manager is not any longer allowed to play as a substitute.
Players may only use accounts officially provided by tournament organizer during the tournament.
All players must be legally eligible to travel to the country where PEL QL will be held, and have all necessary documents required for the trip.
Teams or player names are not allowed to consist sponsorship or advertising of gambling sites. Tournament organizer has the right to ask for a change in players\teams aliases before event starts.

4.3. Game version
During the tournament will be used the patch v.22 on offline server. 
 
5. Sound and voice software
5.1. Official communication software for the event is teamspeak. Tournament organizer will provide local server for every player with secured rooms for each team. 
 
5.2. Using any other sources for voice or text communication is prohibited. If tournament referees will caught players team and player can be punished accord to Sanction catalogue
 
6. Equipment and gaming devices
6.1. Tournament organizer will provide gaming PC, display monitor, and internet devices for tournament. Players must bring own mouse, mouse pad, keyboard, and headsets with microphone. Players may bring their own earphones.
 
6.2. Tournament organizer is not responsible for players’ equipment. In case if something is broken before or during event, tournament organizer cannot promise that he is able to provide equal or similar gaming devices, and wouldn’t delay the start of the game in case of technical issue caused by players’ equipment.
 
6.3. All devices which was brought by the players might work without internet connection or installing additional software on tournament PC’s.
 
6.4. All players in the same organization must wear same t-shirts or other wears. If players are not representing any organization, they might have same t-shirts or other wears for all players in the same team.
 
7. Match Start
7.1.. The referee will provide server information and password in teamspeak channel for your team 15 minutes prior to official match tournament start time.
 
7.2. Players are required to be ready in server lobby in 10 minutes before the scheduled match time and restricted to exit from team gaming booth without referee permission.
 
7.3. Players are restricted to turn off\reboot game during preparation phase. If players restarted game and is unable to join server, team will be required to play with players who joined the game.
 
7.4. Re-host can be called by tournament referee in case if server or several players experience lag or texture glitches during the first 60 seconds of a match. After that time there will be no re-host from players reporting disconnects or other issues.
 
7.5. Observers and streamers.
Only tournament organizer authorized observers will be allowed on the server. All personal streams of tournament games must be agreed with tournament referee prior to start of event.
 
8. Match result
8.1. Winner of the match is the last survived squad in game.

8.3. Kill points
Each kill will be rewarded with 16 points.
 
9. Tournament results
9.1. All placements will be determined by summary of placement points and kill points, called Total team points. Teams who has bigger total team points after all tournament games will be called tournament champion. 
 
9.2. If points of two or more teams are equal, team placement will be decided according to the tiebreaker rules below in the listed order:
Amount of 1st places after all games;
Amount of kills after all games;
Amount of top 3 placements earned after all games. Point distribution in this case: 1st - 3 points, 2nd - 2 points, 3rd - 1 point;
Average placement after all games.
* if teams have equal amount of top 3 placements, winner will be decided by points, where top1 is granted 5 points, top2 - 3 points and top3 - 1 point.
 
10. Technical issues, disconnect etc.
10.1. In case of server disconnect at the  start of the game or during the game, match will be replayed fully.
 
10.2. In case of server disconnect  with 3 or less squads alive, each squad will be awarded with points according to the calculation below:
(number of alive squads’ placement points) + (number of people alive*kill points))/number of alive squads
Example: 3 squads is alive, two of them have 4 players and one with 2 players, each team will receive:
((400+330+280)+(10*16))/3=206 placement points and all achieved before server drop kill points.
 
10.3. In case if player disconnects from the game after first 60 seconds of a match and cannot reconnect to server, the team must continue playing with alive members until the end of the match.
 
11. Admins and referees communication, main referee decisions
 
11.1. All official tournament crew must be respected and their decisions are final. 
 
11.2. Any technical difficulty or issue must be reported to technical admins and main referee right after detection. If players try to fix the issues themselves without the knowledge of technical staff, and cause any tournament delay, the team can be punished with forfeiting of the delayed match.
 
 
12. Sanctions catalogue and penalty points
12.1. Each team must follow official rules of Steam, game owner and tournament organizer. Breaking any of them can cause disqualification from the tournament with financial punishment and temporary banning from events organized by League committee.
 
12.2. Using any texture bugs, invisible textures or any game bugs, which can give you gaming advantages is strictly prohibited and must be reported to main referee after discovering.
 
12.3. Teaming up with other teams is prohibited. Each team caught will be disqualified from the tournament.
 
12.4. Full list of possible rule-breaking actions
 
Using non-registered player - disqualification;
Faking of technical issues - forfeit on next match;
Ghosting - forfeit on next match, on second disqualification from the tournament;
Cheating or using any gamebugs or software which can give advantage - disqualification and ban on all tournaments by League Commission;
No show on the match - forfeit, on second - financial punishment -10% of prize pool, on third - disqualification;
Installing any software without permission - financial punishment -10% of prize pool, on second disqualification;
Reputation damage of tournament organizer in socials, verbal abuse or any other ways, in situations which was not discussed with organizer - financial punishment -10% of prize pool, on second disqualification;
 
12.5. Sanction catalogue can be updated during the tournament to save fair play of the tournament.
 
13. During match 
 
13.1 Players are not allowed to stand up from their seats until end of the match.  
 
13.2 Players are not allowed to take off their headsets until end of the match, even if all team is dead.
 
13.3 During official match, players are not allowed to exit from PUBG Offline server.
 
13.4 During official match, players are not allowed to run any applications and minimize PUBG, so the game client must always be in fullscreen. 
 
13.5 During official match, Steam should be in Offline mode and players are not allowed to use Steam chat.
 
13.6 Players must have their accounts and associated nicknames confirmed by the tournament admin before the start of the tournament, and use the same accounts and nicknames for the tournament.
 
 
 
Rules may be updated. All situations, which is not foreseen by this regulation, will be resolved at the discretion of the judge.
 
Referees will have the discretion to impose one or more sanctions on players and teams or none at all, giving them a warning instead.
When selecting a specific disciplinary action to take, the nature and frequency of the offense should be considered, as well as any prior violations of these Regulations by the offender.
Since it may not always be possible to determine what specific provisions of these Regulations may have been violated, the tournament Organizing Commission and the referees reserve the right of final judgment on any issues.
The Organizing Commission and the League's organizers will not be liable for any direct or indirect loss suffered by players, teams or third parties as a result of any disciplinary action taken against or fines imposed on players or teams, nor for any loss caused by such players or teams participating in the League's tournaments.
